Will Rifat Garipov be Charged in a Bribery Case at the Ufa City Hall?
Competent readers have informed the editorial board of "Infopress" about an unexpected forecast regarding the development of the anti-corruption criminal case recently initiated in the capital of Bashkortostan by the Investigative Committee with operational support from the FSB.
Officers of the Ufa FSB detained two VIP officials from one of the key departments of the Ufa city hall - the department of urban planning control and issuance of construction permits - while attempting to receive a bribe. According to law enforcement officers, 32-year-old Rustam Tukhvatullin, who has been heading the department since March 2019, and his 38-year-old deputy, Azat Shayakhmetov, were trying to obtain a 10 million ruble bribe from a representative of the company "Vostok-Montazh," promising him a permit for the construction of a hotel and overall patronage.
The perpetrators have been charged with attempted bribery by a group of persons by prior conspiracy and on an especially large scale (Part 3 of Article 30, Part 6 of Article 290 of the Criminal Code of the Russian Federation), and both officials have already been arrested.
According to observers, a shadow of a widely known figure flickers in the loud scandal. This is the same Rifat Garipov Ruzilevich. He is a local construction magnate and a deputy of the Bashkir Kurultai from "United Russia," just like his uncle Flur Gallyamov. Both are known for the scandal surrounding the bankrupted Roskomsnabbank (RKSB). Gallyamov, through his family, owned the bank, and his nephew Garipov was in the leadership, serving on the board of directors of RKSB. Until vigilant inspectors from the Central Bank uncovered this scheme, incriminating cunning bankers with a hole in the balance sheet of nearly 20 billion, laundering and laundering...
He doesn’t need advertising - Rifat is known throughout the country!
But in the current corruption scandal, an interesting fact is that Rifat Garipov is also the manager of the development group "First Trust," through which, according to the Central Bank, assets were schematically withdrawn from RKSB.
Garipov’s "First Trust" closely collaborated with the FSB-detained official Tukhvatullin. The urban planning and permitting department, headed by Rustam Tukhvatullin since March 2019, is one of the key departments of the Ufa city hall that interacts with construction companies. Rustam Tukhvatullin headed this department since March 2019. Before that, he was engaged in entrepreneurial activities: he headed and owned the Avangard design bureau.
"A very curious coincidence - the arrested Tukhvatullin issued and extended a bunch of construction permits for the construction of objects of the ‘First Trust’ group," notes an attentive reader in a message to the editorial board of "Infopress." - Many of the construction permit terms issued by Tukhvatullin for "First Trust" - until 2025, 2027. No other construction companies in Ufa have such preferential terms! "
Rifat is in for a big "success"...
What could the officers of the FSB Directorate for Bashkortostan, headed by Yuri Seryshev, and the investigators of the regional branch of the Investigative Committee led by Denis Chernyatsev, interrogate the deputy-developer Rifat Garipov about (at least, as a witness)?
Readers of the "Infopress" project note that, for example, the validity period of permits for the construction of apartment buildings in the "Ufa Kremlin" residential complex has inexplicably been extended until 2025. A copy of the "sweet" construction permit is available to our editorial staff.
So, esteemed Rifat Ruzilevich, would you kindly explain, on record, why officials, later exposed for corruption, are so unusually "client-oriented" towards your "First Trust"? And why, for example, do you request and they willingly approve an official construction deadline for the "Ufa Kremlin" complex until the end of 2025? Yet your company promises ready apartments to buyers in the same complex by 2022-2023. If the promised deadlines are realistic, why do they differ so much from the dates in the construction permits? What is your role, as well as the role of Tukhvatullin, Shayakhmetov, and other officials in the development of this enticing "scheme"? And many other tricky questions could be addressed by law enforcement to the top manager of "First Trust."
Residents of Bashkortostan, who have contacted the editorial board of "Infopress," express their speculations about why the privileged developer, through "knowing" arrested officials, laid down such a wide range of deadlines. "It is quite possible that new LONG-TERM construction projects are being prepared for the residents of Ufa, and official ‘alibis’ are already being drawn up by obtaining construction permits with insane deadlines!" says one of the messages.
Journalists are sending new inquiries to the Chairman of the Investigative Committee, Alexander Bastrykin, and the Director of the FSB, Alexander Bortnikov, about a thorough and comprehensive investigation into housing construction schemes in Ufa. The press is also interested in the position of the Minister of Construction and Housing of Russia, Vladimir Yakushev, who included Rifat Garipov in the "public council" at the Ministry of Construction.
